years old, Davy said that studies had shown scenic designation "has no appreciable effect on traffic.” If local government has an objection to scenic status solely on the basis that increased traffic may result causing safety problems, it wouldn’t be enough to stop the Commission of Outdoor Recreation from pursuing further studies on the road, he said. However, Davy acknowledged that without local government approval, it is “highly unlikely” that the Commission will push for scenic designation.
Two sets of criteria are evaluated in consideration of a road as a scenic by-way, according to Davy. First, approval must be gained from the Virginia Department of Highways. Then, the Commission studies local land use controls, looking for a "stable development pattern” along the road.
