Davy noted that, without local government approval, it would also be unlikely for a river to receive scenic designation from the General Assembly. However, local objections at this stage would not preclude the Commission from listing Route 729 and the three rivers in Rappahannock in the 1979 Plan as worthy of further study, according to Davy.
The Commission’s eventual goal in pursuing the scenic river studies is the ranking of all major waterways in the state. "Then”, he said “we can take it to the legislature and say ‘These are your most important rivers. What do you want to do to protect them?’ ”
Davy also noted that adoption of the Outdoor Plan will allow the posibility of bringing SSO million in federal money into the state for land and water park projects.
