Federal guidelines stipulate that Title 1 funds be used only as a supplement to state and local funds for education. According to complaints lodged by the parent with HEW, children in Title I classes have inadequate supplies and are not as well equipped as pupils in regular classrooms.

Bloomer maintained that children in Title classes are currently better supplied with extra educational material than their peers in the standard classrooms.
