McNear stressed that the Commission needed to reach a “mutual understanding” with Rappahannock on "where the money's coming from.” He recalled that the Figure mentioned for local contribution towards the planning effort had been $15,000 when PD9 was first approached on a comprehensive plan for Rappahannock. McNear added that he wasn't sure if the Commission staff had the time to devote to the extra work, that planning entails.

Executive Director John Capelle noted that Rappahannock had applied to the Farmers Home Administration and the Department of Housing and Urban Development for a comprehensive planning grant with both applications denied. Three years ago, he said, the county won a $15,000 HUD planning grant only to have the money turned down by the Rappahannock Supervisors when they were faced with coming up with a third of that amount in local match.
