Taxation, the State Corporation Commission and Virginia’s Dillon Rule will all be discussed at a public hearing of the General Assembly’s Privileges and Elections Subcommittee, scheduled for Wednesday, October 11, at 10 a.m. in Ann Carter Lee Hall,'Mary Washington College. The Committee will consider the following proposed Constitutional changes.
H.J.R. 52 (amending Section 6 of Article X)— Allowing local governments to exempt from taxation all property used for habitation, not just real property, as is current procedure.
H.J.R. 62 (amending Section 1 of Article IX) —Enlarging the membership of the State Corporation Commission and providing for the popular election of Commissioners by districts, using present Congressional Districts as a base.
H.J.R. 105 (amending Section 3 of Article VII)—Rendering the Dillon Rule inoperative in Virginia and granting to each local government all powers not specifically prohibited by the Constitution, charter, or statutes.
H.J.R. 131 (amending Section 8 of Article X) —Allowing a local government to collect taxes in excess of current needs in order to establish a fund as a reserve against depletion of significant local resources.
H.J.R. 182 (amending Section 6 of Article IV)—Requiring the General Assembly to meet in December of each oddnumbered year for a short organizational session, and at this time to elect its officers, organize its committees, receive the Governor's proposed budget, and perform any ceremonial functions necessary.
