—repealing a section of the Code which makes it a misdemeanor for cigarette manufacturers to include opium, marijuana, etc. in their cigarettes. This, in effect,'tightens the marijuana laws, and makes cigarette manufacturers subject to the same felony provisions that apply to other narcotics and marijuana distributors.
— broadening the definition of obstruction of justice, so that it is a misdemeanor to threaten a judge or officer of the court in connection with the discharge of his or her duties, even after a case has been heard. As the law reads now, threats against officers of the court, after a case has been heard and decided, are not always chargeable offenses under the obstruction of justice provision.
Coleman is also proposing several changes either to clarify state laws or make ''them conform with Supreme Court ridings including: —Clarifying the definition of “law enforcement officer" as it pertains to the Policemen’s Bill of Rights. This would exclude a chief of police and the superintendent of the Department of State Police from the policeman's grievance procedure, since these are appointed officers.
