Bell, who favors a billboard ban, said he was surprised the committee was unwilling to even study the matter, but noted that full strength lobbying by outdoor advertisers apparently helped kill his legislation.

“I’m not trying to put the outdoor advertising people out of business," Bell said, “but there are places for these things and places where they shouldn't be."

He said next year he will be prepared to take on the lobbying strength and may skip the study phase to work directly for a ban.
