State Senator Elliot Schewel of Lynchburg and Delegate Vance Wilkins of Amherst announced Monday that a resolution has been filed in the General Assembly calling for amending the Constitution to require the State government to control its spending to a Fixed percentage of Virginia's economy. More than half the Senate and nearly half the House have signed as patrons. Schewel and Wilkins stated that this very strong show of support is evidence of the merit of the proposal, and is a reflection of its strong backing.
Schewel and Wilkins emphasized that this is the most practical way available to insure that the high standards of fiscal responsibility that have been practiced in the past will be honored by future generations of General Assemblies and Administrations. They reported that over 30 organizations in Virginia whose members are vitally concerned with maintaining a sound, balanced economy have endorsed the proposal. These include many statewide organizations such as The Virginia State Chamber of Commerce, Virginia Farm Bureau, Retail Merchants, Automobile Dealers, Agri-Business Council, Association of General Contractors,
