Sen. Willian Truban (R-Shenandoah) says the offyear
"short" session of the General Assembly was never meant to deal with any matters other than budget revisions and emergency legislation, but legislators in this off year are still faced with an avalanche of proposals.
“We are doing wrong," Truban said. “We're telling people back home to cut down on government and we're down here adding to the fuel."
