RICHMOND — “What we've got to do is wake the Commonwealth up to the fact that it has a land use problem."
With those words, and armed with a sheaf of proposed legislation, Del. Raymond Vickery (DFairfax) set out to show the 1979 General Assembly the light with a program to preserve Virginia’s agricultural land.
The effect fell short of jarring the legislative giant wide awake but by last week Vickery had succeeded in opening some eyes on the key House Agriculture Committee.
