The bill would require a constitutional amendment before it can go into effect, according to the Attorney General.

Other anti-crime bills Coleman will seek passage of this year include:

—clarifying the statute on parental abduction of a child so that it is a class six felony, the lowest felony classification. While this may not result in stiffer punishment of a parent who defies a court custody order, it will enable the state to extradite the parent who takes a child out of Virginia and will result in the return of the child to the court appointed guardian.

—broadening the jurisdiction of the juvenile and domestic relations court to include disputes between relatives not living in the same house. Presently, a dispute between relatives can only be heard in Juvenile and Domestic Relations court if the relatives live in the same house.
