All that remained was for Callahan and the governor to agrdrtp resist possible efforts later along the legislative trail, perhaps in the Senate, to increase the tax. They refused to provide such an assurance, and the Finance Committee refused to report out the bill. Word of its death went forth.
That word proved to be premature.
On Tuesday, Perper reminded the committee that his little old bill was still buried someplace in its docket. It was exhumed, quickly amended to substitute the two-penny tax for the four per cent feature. Perper promptely assured committee members that he would be happy to reject any efforts to increase the tax, if the committee would look favorably on his bill.
Three committee members who had voted not to report out Callahan’s measure Monday switched on Wednesday to support Perper's, and it was on its way to the House floor. The pressure on the twisted arms of all concerned was reportedly intense.
The disgusted Campbell abstained from voting on the motion to report. He and the other Committee opponents had been neatly outflanked by Perper’s "Slefep'tt*’ measure. ,
Just how all this happened was something of a mystery at week’s end. The best guess seemed to be that Campbell, or the committee staff, or somebody simply let the bill become lost in the vast shuffle of paperwork. And Perper, wisely, elected to let it stay lost until the time was ripe to find it.
