A year or so ago a bill was passed to allow duty free lunch periods for teachers. That is to say, teachers would not have to spend their lunch period monitoring the cafeteria. It was a mandate that counties could ill afford so it was amended that the State had to pick up the tab.

A Delegate on the same floor as yours truly received quite a bit of mail from his teachers back home to support funding of this mandate. Of all things they wrote their messages on their lunch bags and mailed the bags to his office in Richmond. He mailed a courteous reply back on guess what? Paper napkins.

Money for the above amounted to $7.5 million and it was needed to increase the Basic Aid fund. Even that fund fell way short of actual need for counties. Our
