A lot of comments have been made regarding the Highway Department and its method of operation. My experience with the Health Department this year makes the Highway Department appear Saintly in comparison. The Health Department has a staff of high price engineering experts, who for more than three years have spent their time and the taxpayers’ money drafting a bunch of regulations, about 200 pages, that nobody understands or gives a hoot about, instead of suing practicality in the field to solve an age old problem of how to build houses on land that won’t perk when a simple septic system is needed.
Two Senate bills have passed strengthening the unemployment benefit program. This program has had a lot of abuse, and any stricter law would be a welcome change.
A Senate bill to reduce tonnage fees on stock and poultry fees to 7 cents has passed 4h«'-- Agriculture Committee and should have no trouble in the House. This should help the farmer.
House Bill 346, which I was chided about by the Orange town and county officials, appears to be dead this year and will probably be carried over until 1981. It was a bill pushed by the Virginia Farm Bureau Association and it appears this Association couldn’t get their act together.
The Senate Finance Committee killed a bill removing a tax on alcohol. It would have had a loss in revenue of more than $3 million to the State. So it looks like “if you want to dance you still have to pay the fiddler”.
