Possibly the wooded land was a small parcel and the pasture part of a large tract. Hall replied. “Small acreage is worth more,” he said. In addition, sales indicate that some of the steep land “with the views" is the most valuable, particularly in smaller lots, of all Rappahannock property, he reported. Up to about 50 acres, it doesn’t seem to make much difference what type of land it is. Hall continued, because buyers are purchasing homesites, not farms. He acknowledged, however, that in large parcels of 400 to 500 acres, steep land is still the county's cheapest.

With adjoining pieces of property, ownership doesn’t affect the value placed on the land. Hall continued. For example, a five acre parcel of farm land adjacent to a 500 acre piece, both under the same ownership, are valued separately, not as one 505 acre tract. “I assume they’re separate tracts if they can be sold separately," Hall said.

In appraising houses, he said he uses a combination of construction costs, the primary factor for new homes, and sales, the primary factor for older houses. He acknowledged that not all sale prices accurately reflect market values. “In using sales figures, I try to temper them with my judgement. You find some that just don’t make sense.” Hall said.
