Hall defined “fair market value” as the price agreed upon by a reasonable buyer and a reasonable seller who both have general knowledge of the property involved. He agreed with Luke that “sales are the only indication of what property is going for." Hall added that he has enough sales figures for small and medium sized parcels to judge value but acknowledged that sales figures for large tracts are almost non-existent. He maintained large parcels are worth less for the very fact that buyers are fewer.
According to Hall, he determines a property’s worth on the basis of its condition on the day of his inspection. In setting value on a 100 acre parcel, he said, he must view it as just that and not presuppose its worth should the supervisors approve its rezoning and subdivision into four 25-acre lots.
“I have no problem with changing an assessment figure if people show me I’ve made a mistake." Hall said. “But I have no problem with raising as well as lowering the figures. I don't want people to assume they can complain and wMauaMb fcava IVm assessment lowered."
