RICHMOND—During 1980, the Division of Motor Vehicles titled 4.6 percent fewer vehicles than in 1979, according to Donald E. Williams, DMV commissioner.
New vehicle titles issued declined by 17.4 percent, while used vehicle titles transferred declined by less than one-half of 1 percent. “Apparently many people chose to buy used rather than new cars last year for economic reasons,” Williams said.
