threatened to change his vote, a move which would have resulted in defeat of the bill. Stambaugh’s principal motivation appeared to be to make reference to Campbell’s vote a week earlier against Stambaugh’s bill that would have eliminated the tax on food altogether, leaving only the 1 percent tax on food returned to localities by the state.
Under Campbell’s bill, localities will continue receiving the same amount of sales tax money from the state that they receive with the 4 percent tax.
Voting against the bill were Del. Raymond R. (Andy) Guest Jr., D-Warren, and Del. George P. Beard Jr., D-Culpeper.
After the vote was taken, Del. Guest, who represents the 17th District had the following response:
“This Sunday, Governor Dalton issued a statement reflecting a serious concern which I share and 1 believe you will share, too, that being the inevitable effects subsequent to a tax cut in Virginia,’’ said Guest.
“Friday afternoon the Finance Committee on which 1 serve, narrowly approved a 2 percent reduction in the sales tax on food. Though we all concur with the intent of
