For years I’ve felt that ADC payments should be accompanied by intensive social services (aimed at removing the recipients from the welfare rolls),” Mrs. Buntin said. Now the state department of welfare, allowed a little more flexibility with the proposed block grant method of federal funding, is considering just that approach, she added.
Not A Welfare State
If there was a trend in this country toward a welfare state, that trend has been reversed under the Reagan administration, according to Mrs. Buntin. “It’s hard for the poor people to take, the ones who are really threatened (by a reduction in welfare programs),” she added.
