The cards, first issued in July 1973, are available only to Virginia residents who do not have a driver’s license. They include the owner's name and address, date of birth, sex, signautre and color photo. Enclosed in a plastic case, the cards cost $5 and are valid for five years.

Last year, DMV issued about 40,000 cards, bringing the tqtal number issued in the past seven and a half years to 138,628.

Applications for the IDs are available at any DMV branch office or license examining station. Individuals seeking the IDs must furnish the same proof of identity and date of birth required of driver’s license applicants. DMV will accept birth certificates, miliary and school records and other similar documents.

To deter fraudulent ID seekers, Williams said the cards are mailed rather than delivered immediately, and DMV retains a file photograph of each applicant.
