In his prepared testimony, Robinson noted that the proposed consolidation at Fort Meade “involves not only substantial considerations of cost effectiveness, but also the operational effectiveness of important elements of the national intelligence community.
Robinson reviewed a long record of testimony and correspondence between Pentagon officials and several Congressional panels which raised questions about the strategic prudence and economic practicality of attempting to consolidate intelligence functions of both the National Security Agency and INSCOM at the Fort Meade site.
He pointed out that it was the conclusion of the House Intelligence Committee that providing for the influx of more than 1,350 additional Army intelligence personnel at Fort Meade could jeopardize the ability of the NSA to consolidate its several functional sites onto the Fort Meade installation.
