In addition, the draft proposal provides for only two months of rent payments on the school bus garage and central office. “I'm trying to allow for the possibility of having a new location for the central office and bus garage come September,” Estabrook said. He proposed construction of a new* building for $85,000, apparently on elementary school property considered in the past for a bus shop site.
According to the superintendent, funds for the building could come from two sources: $44,000 from proceeds of the bus shop condemnation suit and $40,000 from unexpended funds that may be left over in the current budget. Both Estabrook and’ Eastham agreed that under state law, the money received from the highway department for the bus shop condemnation rightly belongs to the school board, not the county’s general fund. Lane described the current bus shop as "a cardboard box...one lousy facility.” He noted that he’s been opposed in the past to moving the central office from its current rented accommodations in Sperryville because he didn't like any of the alternative locations proposed. Lane said, however, that he supported the idea of combining the bus shop and the central office in a new building, a structure that he maintained could be built for $10 a square foot.
Eastham agreed with the proposal, including provisions for funding the construction.
‘Tm seeing a leopard change his spots!” Mrs. Massie remarked, referring to Eastham’s vigorous arguments in past years for returning unexpended funds to the supervisors. In addition, she noted that with all previous sales of school property, the money has gone to the general fund, not the school board.
The board agreed that a clear understanding must be reached with the supervisors on who gets the proceeds from the bus shop condemnation before going further with plans for a new building.
