“We're looking for a person with special education teaching credentials," Estabrook said, rather than an individual with a background in both special education and administration. This person would be responsible for special education and Title 1 services, he explained, but would receive administrative guidance from assistant superintendent Jerry Lysik. The arrangement would relieve Lysik of the “day-today legwork” he now must handle for both programs, according to Estabrook.
The superintendent said he can envision the director of special services having responsiblity for the gifted and talented program as well but under his administrative direction. “We're looking for a person with very real organizational and planning abilities,” Estabrook added. Eastham replied that he would vote for the new position if the superintendent could promise either he or Lysik will visit every classroom between September 1 and February 28 in the coming school year for teacher evaluation and train principals to take over that task for 1983-84.
Teacher evaluation involves much more than walking in and out of a classroom, the superintendent countered, noting that he and Lysik would face scheduling problems in providing the follow-up guidance and assistance that should be a part of any evaluation program.
