Rappahannock’s Planning Commission drew the line between present and proposed zoning ordinances July 3 during a special session. The planners convened primarily to discuss an application by the Child Care and Learning Center for a setback variance.

The Learning Center is ready to break ground for a new facility off Route 211 outside the Town of Washington. The building site selected would place the facility 75 feet from the rear property line, the setback distance proposed in Rappahannock’s new zoning ordinance, which is still in draft form.

The present zoning ordinance, in place since 1973, stipulates the Learning Center be built 150 feet from the rear property line, unless a variance is granted.

Whether or not to grant the variance has become a difficult question to answer.

Second Time Heard

It was the second time the Planning Commission heard the request for a variance from the Child Care and Learning Center.

At its June 20 meeting, the commissioners suggested to Tod Morgan, chairman of the center’s building committee, that a boundary-line adjustment be made, if possible, with adjoining landowner Douglas Baumgardner. This also became the recommendation the Planning Commission forwarded to the Board of Zoning Appeals (BZA).
