The Western European nations have agreed to increase their defense spending by three percent a year, to provide increased ammunition, stockpiles, maintenance facilities, airplane hangars, and ammunition and fuel storage sites. Yet, they have not delivered.
An amendment adopted by the Senate freezes the number of American troops devoted to NATO and «»ll« on the President to secure defense improvements by the allies. This amendment is a signal that unless our ain— are willing to do more, and to more equitably share the burden of our mutual defense, then the Senate will more drastic action.
