After 11 long days and nights of debate, the Senate has passed a $284 billion defense bill. This legislation authorizes the procurement of weapons— ships for the Navy, planes for the Air Force and tanks for the Army. It also provides funds for research and development, the operation and maintenance of our forces in the field and the pay for our military personnel.
The Senate bill provides less money than the President requested, but authorizes a seven percent increase in defense outlays. We will spend substantially more in response to the Sos viet threat and our own national requirements. But we are not throwing money at the problem, because we recognize that we have serious budgetary problems as well.
I support the Senate action. We live in a hud world and America must be strong and vigilant. It ia the price we have to pay if we are to remain free and ensure a safe and secure world for
