Considering the historic nature of the venture, the creation of Virginia’s new Intermediate Court of Appeals has given the citizens of the Old Dominion as dazzling a display of legislative bungling as they have witnessed in recent years.

And the venture is, indeed, historic. The court would constitute a new level of appellate jurisdiction between the Circuit Courts and the state Supreme Court. At least that was the original intention. Just what the court, as it is now evolving, will actually do is anybody's guess.

The Court is supposed to open for business January 1, 1965, less than six months hence. The legislature, however, has been unable to agree on so many facets of its operation that many lawmakers say they will be surprised if the schedule can be met.
