For Celka Prescott of Peyton Farm Estates, the proposed landfill site one-and-one-half mile from her home could be considered the straw that broke the camel’s back. Prescott, 55, has endured setback after setback in the 13 years it has taken her to build a dream home - alone.
Her search for a “quiet, beautiful, clean” place to retire began 18 years ago. On weekends during a five-year period, Prescott looked at rural properties in West Virginia, Maryland and Virginia. “It was sort of a hobby to try to find the ideal place,” she recalled.
The ideal place, she discovered, was a 10-acre tract just over three miles from the Town of Washington, a place this career administrator of adult-education courses at Catholic University in Washington, D.C. was certain she couldn’t afford. “When you work in education, you know you don’t get paid what other people get paid,” she said.
