landfill sites have been converted to recreational areas after closure. The site should be located so that such uses would be feasible.
3. The Soil Conservation Service advises that the soil types on the majority of the proposed site are unsuitable for sanitary landfills. We believe that to design a safe, secure solid waste disposal system on a marginal or unsuitable area would be exorbitantly expensive.
4. Rappahannock should look to other counties and see what they have done. Many jurisdictions that have successfully located landfills have involved the public in the design of siting criteria and screening of possible sites. This is especially important ~ in Rappahannock County, which has no professional staff to advise the Boafd.
For example, Culpeper did extensive analysis of 40 sites, including actual excavation and soil analysis, before a final decision was reached. Public comment and help was an important part of their process from the beginning. We should recognize from the beginning that siting of landfills will be a difficult decision, will take time, and there is nothing to be gained from a secretive approach.
5. There have been other sites looked at which, according to Robert Foreman of the State Department of Health, could probably have obtained preliminary approval. In addition, the present site near Woodville could probably be expanded and continued, according to Foreman, if the land arrangements could be worked out.
CCRC has identified several tracts which do not have the potential for environmental degradation, negative impact on existing housing values and unsafe access associated with the proposed site. At least one such site has a willing seller.
6. The location of a landfill in an area which requires extensive road improvements will have a negative effect on those road improvements already set forth in other areas of the County in the current six-year plan, if monies from the County’s road budget are diverted to the landfill access roads, other road improvements will have to be pushed back in priority. It is for this reason, ip addition to safety and convenience, that a landfill should be located where proper access is readily available.
