no right to levy a property tax. The motion passed by a vote of six to one, with Mayor Peter Knuner casting the negative vote.

There were also questions concerning the recent town boundary survey and its relation to the tax map. The town boundaries will have to be sent to Richmond with the charter before the next session of the General Assembly begins on January 9. The council decided that the map of the boundaries Aould be imposed on a tax map so that residents of Washington could determine where the boundaries are in relation to their property.

A map, the boundary information and the proposed charter will be on file in the Clerk’s Office for public inspection. The Council will finish work on the charter at a meeting on January 2 at 7:80 p.m. in the courthouse.

The council discussed s proposed ordinance which would abolish the joint planning commission between the town and the county, and would establish a five to 15 member planning commission for the town alone. The ordinance was proposed to assist the council in its efforts to put into effect an historic district ordinance.

The historic district ordinance would establish an architectural review board that would study plans for buddings within the historic district to make sure that the buildings would conform
