Town gels double whammy
The Town of Berryville, in the preliminary stages of upgrading its sewer system, has been hit with a “double whammy” from the State Water Control Board.
“They’ve taken your money away and slapped you with this order,” Town engineer Charles Maddox told Town Council last week.
Earlier this year, Berryville signed a compliance agreement stating it would meet federal standards of the Clean Water Act in discharging effluent to the Shenandoah River by 1988. The town tried to tie its compliance with a long-promised $1.4 million grant from the Environmental Protection Agency. The state insisted, the document be signed with no strings.
Mr. Maddox said the EPA has frozen all contingency money in an apparent effort to help reduce the federal budget deficit.
At the same time, the SWCB has ordered the town to meet a planning and construction schedule the SWCB drew up with a completion date of April 1, 1987, or 15 months earlier than the federal deadline.
