The mandatory use of safety belts in the front seat of automobiles in Virginia is now before a conference committee.
The Senate voted last week to insist on its amendments to the law, which removed a House provision that would require a police officer to charge a motorist with some other violation before he could charge them with failing to wear a safety belt.

Legislation to require use of citim impact statements in pre-sentencing reports died in the House Courts of Justice Committee late Tuesday afternoon.
The measure, introduced by Sen. Charles L. Waddell (D-Loudoun/Fairfax), was killed on a voice vote.
Sen. Waddell said members of the committee opposed making use of the statements mandatory.

Legislation to create a transportation district with local taxing power for Prince William and Stafford counties, and potentially for adjacent counties like Loudoun and Fauquier, escaped from the Senate Finance Committee last week and passed the full Senate.
One bill would allow creation of a new transportation district, as long as it is adjacent to the existing Northern Virginia Transportation District. The new district would include Prince William, Stafford, Fredericksburg, Manassas and Manassas Park, the jurisdictions that are promoting commuter rail service between Fredericksburg and Washington and Manassas and Washington.
