You then say that teachers’'salaries should be a reflection of the county in which they practice. Perhaps you are not aware that Virginia already has in place a formula (known as the composite index) for rating each county’s ability to fund education. By this arguably unfair formula Rappahannock ranks extremely high in ability to pay and we receive less money for education. However we stand near the bottom of the list in actual teacher pay.
Rappahannock’s teachers did not request payment in line with the composite index, but rather made a much more reasonable proposal—to be paid the average of the pay of surrounding counties. This comparison is fair and logical, since it takes into account our location and rural nature. Our teachers work as hard as teachers in surrounding counties (it is pointless to argue whether or not they work harder), so paying them
