think that this is a fait accompli . . . every one of the questions (raised by the petitions) will have to be addressed by whatever consulting firm or firms will be hired to evaluate the site - they all have to be addressed before the state will grant a permit. . . The county could not imagine any more difficult requirements than the state already has done.”
Mr. Gilkey said that as far as the source and content of the wastes is concerned, “the source will be Rappahannock County citizens, and the content will be everyday household trash.” He admitted that if the state grants a permit for burning brush, “smoke will be visible,” but that the state monitors air quality as well.
He said he did not think that anyone could provide a clear answer to the effect of the site on property values in the area, but that “in talking to other counties, I don’t think that people have lost anything by proximity to a landfill.”
Mr. Gilkey added that as to the question of the landfill’s effect on the area’s scenic beauty, he did not think that the site would be visible either from any surrounding roads or from any overlooks in the Shenandoah
