The department is presently working with a caseload of 19 children, and Mrs. Bowen said she expects that several more will be added shortly.
However, the county presently has only three homes willing to accept foster children, and they are all full.
Children come under the protection of Social Services for a variety of reasons, Mrs. Bowen explained. Mostly, it is due to abuse at the hands of their natural parents or other family members.
Sometimes, that abuse is sexual, which has gained wide notariety in the press in recent years. But physical abuse can take other forms, like extreme corporal punishment, and abuse can also be mental or emotional, in the form of threats or other behavior.
