Bill Cotter, who arranges with fanners to spread sludge from Blue Plains and the Alexandria sewage treatment plant, for Bio Grow Systems Inc. said that sludge application is heavily regulated by the State Water Control Board. He said that they are not allowed to spread closer than 50 feet to a stream on pasture or closer than 25 feet on cropland, where the sludge is turned into the ground. He said they must stay 200 feet away from houses or wells. They must stay 100 feet away from neighboring landowners for surface application and 50 feet if it is disked in. He said they are not allowed to spread on land with more than a 15 percent slope. He said Blue Plains sludge is lime stabilized, that is lime is added to the sludge to kill pathogens. The sludge from Alexandria is “digested,” treated in another way to kill pathogens, and lime is added.
