-iil-L“— Robert Dennis, executive director of the Piedmont Environmental Council, told the editorial board of Arundel Communications that public funding of bonds is only one of several hurdles the Disney Co. will face before it can construct a theme park in Prince Wiliam County.
He said PEC’s goal is not to gradually wear Disney executives down, but to convince them early in the process that “with a lot of other sites, they wouldn’t have these problems.”
He said one problem will be meeting new requirements of the Clean Air Act of 1991. “We have felt for some time one of the major hurdles Disney’s America has to overcome is that by its timing, it is likely to become a test case,” he said.
The Washington areas Council of Governments has to come up with ways to reduce air polution in the area. If Disney adds numerous car trips to the regional transportation mix, other areas will have to reduce their polution to make up for increased polution from those trips, he said.
Mr. Dennis said national environmental groups who worked hard to get the amendments to the Clean Air Act passed will probably take the lead in seeing that Disney’s America does not become the excuse for gutting the law.
