He said the theme park “makes more sense in Dulles than Haymarket. At a different site the need for public subsidy would be less, and the impact on air quality would not be as great.”

He said locating the Disney park along the Route 28 corridor might be “the only way to make the Route 28 tax district pay for itself.” He said that road project was based on estimates of “future revenues that have not materialized.”

He said the Northern Virginia planning district already has 15 times as much planned and zoned for commercial development as is needed, and business interests that have won that zoning “don’t want to see their potential market moved to Haymarket.”
