An investigation of Mr. Katzen’s election law violations did take place. On July 26, a Mr. Bruce Meadows of the State Board of Elections ruled that he was in violation and required that he correct his filings. The point that I raised before, was this. The Katzen campaign of 1993 was over $19,000 in debt, yet in the Jan. 15 filing, Mr. Katzen moved a “surplus” of $936.65 from his 1993 campaign to his 1995 campaign. He then over the next few months moved back $1,000 from his 1995 campaign to pay off a debt in his 1993 campaign.
