Mr. Estes noted that when the plant was first installed it only required a part-time operator four hours a day. Now a full-time operator is required. Chlorination and dechlorination was required. He said the WSA has tried to hold down costs by sharing the expense of the operators with the schools and Town of Washington.
Mrs. Coffey asked if they had been lied to.
