The purpose of the permit amentment is to: (1) allow for an alternate closure cap design incorporation in the facility closure plan; (2) allow modification of the facility operating plan to incorporate leachate circulation as an alternative management technique; and, (3) allow the use of synthetic ram-covers as a form of stormwater management within active cells to minimize leachate generation.
The purpose of the public hearing will be solicit comments concerning the technical merits of the Draft Permit Amendment as it pertains to the proposed facility modifications The public comment period on the Draft Permit Amendment will extend until 5:00 pm. Thursday, November 12, 1998.
