Everyone on the task force, including several prominent attorneys, interpreted federal law to require creation of a majority minority district if such was possible.
The result was the creation of the 3rd District — “the Bobby Scott” district — that was at some points only as wide as Interstate 64 and resulting in the skewing of a number of other districts.
The U.S. Supreme Court later declared unconstitutional such oddly shaped districts drawn simply to enhance minority representation, but resultant changes in Virginia since have been pretty much cosmetic.
But when 2001 rolls around, present congressional districts are going to be dramatically reshaped because of the court rulings and dramatic growth in Northern Virginia and the Hampton Roads add Richmond suburban area.
Rural areas of the state, once supreme, are going to lose even more influence at the expenses of suburbanites. The wave of the future in terms of political influence in Virginia are the commuters and soccer moms who populate subdivisions with two-car garages and security outposts.
