House Bill 2324, the special exception bill directed at subdivision development, was passed by a 22-16 margin in the State Senate on Tuesday. Since none of the floor amendments offered were passed, the bill will now go to the conference committee, which will examine the language, before it is submitted to the governor.
Reactions to HB 2324
“The bill can’t affect density of housing,” said planning commissioner Werner Krebser. “But it does take away the planning commission’s and Board of Supervisor’s ability to require site plans for house placement and environmental impact, when any exceptions are requested by property owners.”
Del. Jay Katzen (R-31st) said that he spoke publicly against the bill three times during the 1999 session.
He called it “an overly broad intrusion into local land use plans that affects every acre of every county in the commonwealth.”
John McCarthy, county administrator, called passage of the bill “unfortunate, inefficient and unfair.”
