By Tuesday, the bill was well on its way through the Senate.
The bill will take from the county its ability to allow limited and controlled growth in agriculturally zoned land through special exception to subdivision applications.
Senate amendments did exempt steeply forested land with a slope greater than 14 percent, which will help the county maintain more control of building in those areas.

The residents of Amissville, named in 1810 for the Amiss family, may decide that their village may become the next area in the county to define and improve itself.
The issue was raised by county resident Bob Lindquist, who asked the commission to help plan for Amissville’s future.
Lindquist, who said he had lived in Amissville part-time for 10 years and then full-time for 20 years, said he worked with a group called the Amissville Community Preservation Committee.
He presented a book he assembled called “The Amissville Story,” a series of historical maps and charts about Amissville from the early 1800s to the present.
