“The level of government closest to the ground-the county-is best able to manage it’s land use, not the state,” he said.
Robert Dennis, retired president of the Piedmont Environmental Council, has spoken against the bill at local public meetings.
“It’s the torpedoing of a strategy that has worked well,” said Dennis. “The county’s zoning policy has been to set tough standards and use the special exception to allow growth case by case.”
Jolly deGive, director of planning services at the Piedmont Environmental Council said, “It has the effect of taking a can opener and opening the countryside to large scale development by the building ipdustry,”
De Give, who attended the committee meetings in Richmond, said several amendments were added on the bill as it progressed through the House during the last few weeks.
As amendments were added exempting the larger counties of Fairfax, Loudoun and Arlington, their opposition to it waned.
