Hugh Roy Fincham, Jr., 36, of Front Royal, Va. was arrested on numerous charges following an incident during the late night hours of Sept. 23. Deputy J.C. Welch pulled Fincham over near the old Foster’s Packing House building, and upon running a license tag check discovered that Fincham was an habitual offender.
As Welch attempted to make an arrest, Fincham fled on foot. Welch, with assistance from Warren County Sheriff’s Deputies and Virginia State Trooper Wayne Sumner, apprehended Fincham after a brief search, Fincham has been charged with habitual offender (second offense), driving while intoxicated, alluding and speeding.
