Reference the article in the
Sept. 29th issue of Rappahannock News concerning “..Summer Reading Program overruns” I think a little clarification is in order. While the basic facts are not at issue, i.e. 1) there was a cost overrun, and 2) there was some serious discussion between Board members and Library Director David Shaffer. I must confess that as President of the Board I was leading that discussion, because I cannot ever under any circumstances agree to expenditures outside of our budget.
While the article did not say (or even imply) that there was any mismanagement on Mr. Shaffer’s part, I am afraid that some one may extrapolate such. That is why I want to make it abundantly clear that this was an isolated incident where commitments to participants had been made by the Program Director well in advance with the expecta
