Last week in the House of Delegates I won and I lost. First the loss: In all legislative bodies, the committee process filters out, adds to, subtracts from or reforms most bills before they are allowed on the floor of the legislature for final passage.
For example, any bill involving Commonwealth taxes must first be passed bv one of the Finance subcommittees, then the full Finance Committee before it can be considered on the floor of the House of Delegates.
