Center need? Culpeper County ha? a Master Water and Sewer Plan. In one section of the P|an, it says that the design of water storage capacity is normally dictated by the service area's need for fire protection.

The Plan then goes on to describe the calculation methodology used by the American Water Works Association (AWWA), founded in 1881, to determine the capacity of an elevated water storage tank.

This is a methodology that covers a lot of bases. It takes into consideration the average daily water consumption rate and peak demands. Also, there is a factor for a 20-vear peak average daily demand. It tosses in the number of hours water is flowing into and out of the water tank over a 24-hour period. , And, it mixes with all this what is called a “required fire flow” rate; water required to control and extinguish a fire. This latter factor is equal to 1.578 gallons per minute for seven hours, or 602,760 gallons.

Put all these factors together and they spell the storage design basis for an elevated water storage tank. For the Clevenger’s Corner Village Center, this is 750.000 gallons. By way of comparison, the big blue water tank near WalMart in Culpeper holds 500,000 gallons.

Interestingly, there are other “fire flow” rates. The National Fire Protection Association (NFPAi talks about a maximum fire flowrate of 6,000-8,000 gallons per minutes for two hours (720,000-960.000 gallons). And. the Insurance Services Office (ISO), which is an organization that serves the insurance industry in helping to establish fire insurance premiums by rating fire protection services, notes a maximum fire flow rate of 12.000 gallons per minute for two hours (1,440,000 gallons of water).
