well, it is more rewarding to win. Since beginning my service in the House of Delegates two years ago, I have believed that employees, the persons who see inefficient ways and waste, could save taxpayers significant money if their suggestions were studied independently of their agencies, where resistance to change is often the strongest.
My idea was to put the entire Commonwealth employee suggestion program into the Department of Personnel ' Management, where experts could test the suggestions and reward the employees with a percentage of the money saved.
One evening last week I defended the bill, HB 1214, before a subcommittee of the General Laws Committee of the House, which has jurisdiction. The subcommittee voted it out to the full committee with one amendment, which I suggested.
